I have coturnix quails. Now do they need 14 hour SUNlight to lay eggs? Or just light? For example a cloudy day sort of light??

It's the spectrum of light they need that matters to metabolic processes like egg laying. Honestly I'm not educated enough on the subject to say how much overcast affects the light spectrum.

If you're having problems getting them to lay and you're sure it isn't stress, diet, or molting then it may well be the amount of light they are getting. Try turning on a full spectrum light for a few extra hours a day for a couple weeks to see what happens.

Here is a thread that has a lot of links about proper artificial lighting and how light matters to quail.
