So, I took a good long look at my HOA for information about chickens. Turns out - it doesn't mention chickens or fowl at all! Here is what it does say.

Permitted Animals: Typical household pets, such as dogs, cats, fish, and caged birds.

Additionally, it mentions pets cannot be kept for commercial or food purposes.

Now, while I do intend on eating their eggs, I definitely don't plan on eating my chickens! Suppose I get a few Seramas in a coop with a run - do you think I'm "legal?" That is technically a cage, yes? And "typical" household pet is so subjective!
 
I wouldn't want to run the risk of getting pets and then someone saying they are not legal. If you keep them in an outdoor coop, then they would probably not be considered "typical household pets" unfortunately.
 
You might make it under the "caged birds", but what might be a good idea is to casually chat up your neighbors about gardening and such. In the conversation toss in a bit about chickens that you have heard about and see what the response might be.

It strikes me that the complainer would turn "caged birds" into something troublesome. I would venture that your neighbors would be the ones to complain. If your neighbors seem to be agreeable to chickens in general, taking a run with the "caged birds" might be worthwhile.

My neighbors like the chickens. One lady who lives two blocks away does not like the rooster. Hardly qualifies as neighbor. Besides, she thinks that the burning ordinance is irrelevant.

Thankfully I'm on a corner lot, so the coop would be 50' away from any neighbor. One of my neighbors is a good friend who already knows I plan on getting some seramas and the others I haven't mentioned chickens but we're generally on friendly terms.

Not too sure about the people across the street.

I would be getting hens only, no roosters, so I hope that helps, too. I can't imagine why anyone would be bothered by four mini hens clucking, but I'm scared about asking officially be being told no. Local feed stores here have all said its easier to beg for forgiveness than ask permission.


My argument I keep using on myself, is that Seramas are an ornamental breed, so they would be easy to pass off as pets.

chickens are DOMESTIC animals, thus pets keep up the fight you are right!!
