Well, 99% sure it is a rooster, as most 'extras' are. It looks to have green legs? The single comb doesn't really match that of an EE. Good luck!

EE's can have any kind of comb. Though, I dout it's an EE - legs look blue, no muffs, large single comb.

Perhaps it's a splash colored blue andalusian?

I would not think it is an EE. I have a 1 week old EE that I hatched out from my flock and it already has muffs. Doesn't look like your chick has muffs. Wrong color legs for Leghorn or minorca. I would say a roo for sure. Look at the hatchery catalog at all their white chickens w/ a single comb. You should be able to narrow it down.
