What does a sticky chick mean?

Does a sticky chick mean myhunidity is too high or two low? I have kept it at 70% and one chick hatched just fine but the fluff on his back was a little thin. The next one I had to help out after 24 hours. His feet and wings have come unstuck but his head is still stuck. I placed a warm wet paper towel around him. what else can I do. What should I do to help the ones that have not pipped yet. It is day 21. Thanks

Well the little thing is all unstuck, but she has some dry spots on her feathers. I hope she will be ok. Should I do anything different for the other eggs if she was stuck? My humidity is at 70 plus. No other eggs have pip yet.
