What does the " % " on the chicken food bags mean? ( 20%, 24% etc)

Actually you should be feed the grower/finisher from about 8weeks-16 weeks. Then the layer feed (assuming they are layers) at 16 weeks. It has calcium to help make the egg shells hard.
 
Hens need 15% or less protein in their feed. Thats about what laying mash has. Crack corn has about that much too, but laying mash has more vitamins and stuff in it.

I use a 20% chick starter and grower up to 18 weeks. Since mine free range and such... I find lower than 16% results in my birds eating each others feathers. If it's winter and I feed corn, I get the 20% layer supplement for their daily ration.
