At the bottom of a message, I see the word Report with a little bell next to it what does this do?

It sends a message to a moderator that the post in question needs to be removed or fixed in some way.
You use it to report unbecoming comments, words, or if you want to delete your post but don’t have a PFM.

One use:
It's one way to get post deleted if there's something wrong. You'd hit the Report button and a box comes up for you to type Delete this post, or something like that. It goes to the mods and one will take care of it.

Another use: you see a rule violation or something offensive.

If you see something questionable or need help with something (like moving a post to the correct forum), click on the Report button. A box will pop up where you can type in what you need help with and staff is then notified to take a look and respond to your request.
