What duck breeds need wing pinioned or clipped?

I had one runner drake that needed his wings clipped due to him being so light.
 
I hear the Runners like to run...no pun intended.

I would avoid pinioning wings just cause it'd slow down or even stop wing growth which will cause the duck to lose it's balance.. I'd say it's cruel in my opinion. Clipping is much better for the duck! :)
 
In some places the only legal way to own a mallard is to pinion. Clipping flight feathers is definitely not a failsafe against flight.
 
When I was reaching Welsh Harlequins one person said that they saw them get a foot or two off the ground for about 4 feet. Which is why my fence is just under 4 foot tall.
