I agree, looks like a little roo. We had one like that ( you can see photos of him in my past posts), it took us along time to figure out what he was too.
this is my slw pullet at the same age, I posted and was told roo, was so mad because I only had 2 from a feed store, sexed as pullets and they both looked like this. They turned out to be girls, so I would give it some time.
