what gender are they?

we got them at the same time as chicks. one is now bigger and it's tail feathers stick up and the other one doesn't. the comb on the bigger one is red the other one isn't yet. we have had them for 2 months now but they were 3 or 4 weeks when we got them. It doesn't crow or make the rooster noise. any advice or information helps thanks!

The one with the blue marking is the cockerel, you can already see the pointy saddle feathers growing in.
