Can my rooster eat layer food, and if not, what do I do then?

So I don’t have a strong feeling Hayley is a rooster, the only reason I would wonder is because her wattle is just a little bigger. But she doesn’t grow or anything else she acts like a hen. Can hens have big wattles?

It’s the one in the middle, and it’s gotten a bit bigger, but the other red one has got one the size of the one in the picture right now.
