Get rid of the aggressive roosters by butchering them. Aggressive behavior like this has heriditary links and if you keep aggressive roosters to breed the off spring tend to be more agressive also. Even if you don't want to breed you shouldn't sell them to someone else who might.
I allow roosters to be aggressive to each other and to protect hens, but if they attack humans without cause or are too rough with the hens they are gone.
If these two are only 17 weeks old and already this aggressive they need to be butchered, cook them and feed them to your dogs as a reward for being so nice to chickens.
