What is Frizzle?

Hello guys
Wanted to see if anyone can tell me if we have a pullet or a cockerel? Frizzle is its name and he/she is 3 weeks old tomorrow. It is a mottled frizzle Cochin

At 3 weeks, i am guessing cockerel....red comb and wattle already is a major indicator. Cutie! ♥
