What is going on with this columbian Wyandotte chicken?

The chicken never really grew in all of its feathers. It is the smallest of 24 but it isn't picked on very bad. Could it be a frizzle?

Its not a frizzle, you can notice a frizzle in its first weeks of life when its feathers come in backwards. I have no idea what has actually happened, but I remember my Roosters of various breeds were very slow getting feathers, but it looks way too much to be a hen to assume otherwise. What is the age? Do the others pick on it? Does she seem sick?
