What is happening to my chickens vent!?

Two of my chickens have this going on. Hard chunks around vent, I have soaked and picked them off twice now but they return. They are hard and rubbery, like the consistency of lash egg pieces. The flock is currently recovering from a case of lice (but treatment is going well). These two seem healthy otherwise, eating drinking and laying well. I cannot get all the bits off as they are quite adhered. What can I do for them?

I think I would try using plain triple antibiotic ointment or plain neosporin all over it, see if it will soften it up some, remove what you can, and continue the ointment to see if it helps resolve it. Maybe give it a good cleaning with hibiclens (chlorhexidine) or diluted betadine before the ointment. That would hopefully take care of any bacteria present. Some others may have other recommendations.

Thank you I'll try that. Do you think I should continue to soak and try to pick pieces off? They are very adhered and I have to go slow or it takes skin with it and I don't want to create more problems
 
I would see if using the ointment helps to soften it up, that may work better. If it doesn't then I would work slowly and carefully to remove it, as you can.
