He is my old little roo before he got all the red in his back like yours. Sure looks similar!

As far as his tail goes....if it is not genetic then he could be from trauma to his tail and/or lower back. I currently own an American game rooster that got attacked by a hawk when he was young and ever since has had a droopy tail even after a good molt.
