What is he?

His neck does appear to be glossy and shiny like hackle feathers so I am leaning more towards rooster ( but not certain),
Hens have shiny hackles as well, but are not pointed.

Some hens ( If no male i present) Will take up the male job and crow, dance and even mount(But they are infirtile) They grow spurs and all that.

What looks to me here, Is some mixed breed rooster,Red sex link pullets have more splashes of white on their body, and roosters are total different colors.
What I see here is a rooster because of several reasons.

1.Lean body frame, not as wide or *plump* as a hen
2.comb and wattle developement of a rooster
3.shiney hackles,
4. The way he is holding his wings. He is hanging them further down his side then a hen would.

Thats my two cents.
 
This part looks female to me?
Keeping in mind when it was 2 days old the others had picked it's rump to a raw mess and it never grew feathers there until it was about 3 months old. It is now 7 months old.
 
And when the group is out in the yard it runs around very fast trying to keep the others hearded together.
It reminds me of some kinda game chicken or something.
A odd ball for sure.
