What problems would cause the eggs not to develop?

Looks like it never started developing. So either it was infertile or didn't develop due to outside factors.

You won't be able to see much then. A small dark spot on the yoke possibly.

When would be good to candle? Also, is it possible that Raven could have broken the egg herself because she knew that it wasn't developing? I ask that because a few times when I checked on her that egg would be out from under her, so maybe she pushed it out on purpose

Eggs are fragile, its not uncommon for hens to accidently break egg while setting on them. 10 days is the best/earliest day I've found to candle eggs, they are very obvious by then if there is a chick developing. I always candle at ten days and toss the duds.

What problems would cause the eggs not to develop?

Lots of reasons, many of them natural and to be expected. Just like in millions of other species, including mammals, some eggs just aren't viable, fertilized or not. I guess that's why birds lay so many eggs. Some just plain don't thrive. That may have been why the egg was damaged, too. If a hen senses a problem, she can reject an egg. Regardless, @MagpieDucks has the right idea. Candle at 7 days and go from there. There are lots of good reference charts here on BYC.

What should I look for on day 10

The egg will be dark and should see veins. Non-developing eggs at day 10 are obvious, the glow when candled.
