what is my dogs eye inflamed

hi everyone I have dog and his eye is a little inflamed, he has had this one other time but it went away so I did not worry but its back and im not sure what it Is, and is it painful. he does not have anything wrong with his eyes besides this. he has had colitis once. he has been getting alittle stressed out these past couple of weeks, could that be it. thanks so much.

Looks like a third lid inflammation. Probably needs to be removed... at least that's what doc pol did with a dog with a similar looking eye issue.
