What is needed to start?

When you are talking about drafts....a draft is a breeze that is cold. So in other words, if you crack a window in the middle of winter and sleep next to this window, you are going to feel a draft. If you open the same window in the summer, than that is a nice breeze.

In 7LFarms situation, he probably doesn't have to worry about cold drafts as much as someone keeping quail in colder climes. So his aviary really isn't "drafty". Where as the same aviary in Michigan say, would be a huge drafty place.

If you live in an area that sees a lot of near zero temps at night, you need to offer draft-free places to hide and sleep. Places out of the prevailing winds.

My darling goobers like to go into the closed part of their cage during the day - only 2 or 3 at a time on the wire in the sun - and they all come out at night to crash on the....nice chilly wire?

Both quail and chicken coops face south as I learned pretty quickly about the wind here. To those in NM - I moved here from Va, and set up my patio umbrellas first thing!

7LFarms, have you ever been to this area of New Mexico, near to Ruidoso? Seems like all of Texas comes here for vacation! LOL We are going to see mid teens tonight so I ran the quail into their coop tonight. Brrr!

You need to take a trip to Ruidoso sometime. This is the Texas playground!
