What is the best breed for setting naturally?

The main difference between muscovies and welsh harequins is the harlequins DO NOT fly. Scovies do. Also if your new "settin' ducks" cross breed with your pekins, moscovie crosses will be sterile. The harlequin crosses will not.

That's because Muscovies are not ducks, they are Muscovies. So breeding with Mallard Ducks aren't a close enough genetic match. They just look like ducks.

I trimmed all my ducks one wing for the first time with this last hatch, my but that girl just flew right up to the top of the shed. But, once they start laying that behavior comes to a screeching halt. Yes, they stretch their wings and run just off the ground, but any air travel comes to a halt. They will not leave their eggs, or their Drake and he will be to big to fly if fed well. Besides, they know where the mashed peas comes from.

Oh, eggs, babies, yaaaayyy. That is what they must think about all the time. They can and regularly do sit 3-4 hatches a year, that is why you don't lay all that many eggs. They lay enough to fill the nest, widening it as they go and are just always sitting on a nest or raising ducklings. And those ducklings are 6-8 weeks old before they even think about laying another egg. Actually this last batch was 8 weeks old before they looked at the oyster shell bowl. The problem I have is they always want to sit at the same time, sometimes together.

So, Muscovies. But there are new laws on them, so check out the Laws and Ordinance Section on Muscovies, before you decide. I may check out the Welsh Harleguins or Saxony myself.
