What is the best breed of chickens to keep in an urban area

Hi I have heard that the best domesticated bird to keep outside, in an urban area is chickens. I like the barred rock and Rhode island hen. Is there any difference in the behavior? I am looking for tame,courteous and docil chickens (no roosters) Where can I find someone in NY that may sell chickens as well? I would like to have a general insight on this. Also what is the best number of chickens to start with? Please reply.
 
Chicks should be easy to find in NY. RIR will do well, BR may not mind being "cooped up" all the time but they do love to wander around, even if the space is small. They are both lovely choices for calm, friendly birds (especially if you handle them a lot as babies).
 
What are some pros and cons of keeping them as pets/hobby in urban areas?
 
The issues are that some areas have laws against them so you must check into that. The other negative is that your neighbors might complain if the birds are noisy, stinky, or producing flies.

Even in the middle of the big cities, there are predators, so if you get chickens, they will need some protection.
