What is the best housing for Gambel Quail?

We aquired a pair of Gambel Quail that are breeding age. Didn't realize they were such nervous birds. Haven't gotten any eggs from them in 2 months.
Wondering if the cage I have them in is to open or in the wrong location?
Can anyone recommend a cage or coop design that is best for this breed?

I have bob whites and Pharaoh Quail as well and they are no where near as high maintanence.
 
I really know nothing about gambles
I hope someone answers you soon.
I would put them in a low traffic area and only bother them to feed and clean. Cage wise I am clueless sorry

Seriously, we have wild Gambels that visit our backyard, and they've started bringing this year's babies. Love seeing them!
 
I think a nice pen with a dirt floor thats about 7' by 5' and like 6' high would do them well in a nice area like that you might even get them to hatch out there own.
