What is the best way to peel off loose paint from a driveway?

What is the best way to peel off loose old paint from a driveway without using a pressure washer? I want to re-paint a driveway as the previous paint has peeled off in the previous years.

What type of driveway do you have?? Asphalt, or concrete.
Post a picture of the surface, as it is showing the peeling paint. Once I see it, maybe I will have an IDEA to offer.

Stiff broom should work on most surface to remove the loose stuff.
Depends if you then want to paint over what is left or go right back to the beginning.

Unless you are quite a distance from place that has them.. I have 3 myself. One electric, reasonable pressure, and the 2 gas driven ones,,, 5 and 7 horsies. Those kick butt.
