What is the perfect humidity and temperature

Humidity is about surface area, not volume, so whether there is a tiny bit of water in the bottom or if it's filled completely, the humidity reading will be the same. Sponges are the best way to manage humidity in these sorts of incubators so as to control the surface area that is dampened.
 
Like I said, the amount (volume) of water is irrelevant. You'll get the same humidity level, no matter how much water you put, because the area that the water is covering (surface area) stays the same. More water does not equal higher humidity. Sponges are needed to control just how much surface is damp. But first, you need a humidity gauge to give you some point for reference.
