I would think if it happened on top of the hutch it could happen on a outdoor ladder roost too... must have been really wet for that to happen

I would be leary of the chemicalsspray they use on car windshields when they freeze over. (Defroster).
I meant to get the hutch out so she won't get on it anymore.That was our initial thought but because of the low subzero temps we were afraid that we would either scald and kill her or make her really sick ~ now thining lukewarm water but warm water freezes faster than cold water. Thanks for your advice.

maybe cover the surface that they are sitting on with hay? That way they could still get up on it, but they would be not able to be frozen to it.
