Looks like a band for telling them apart or something like that. I would guess you need to gently cut it off as it looks as though it is cutting into the skin.

get a small pair of pointy, sharp scissors and cut it off. it looks like just a plastic band so should be easy,

In the other thread they show a picture of one of the tools that could be used, or just use good sharp sissors.

Please also treat for the scaly mites per the other tread.
