What is this black on my roosters comb and wattles?

Looks like scabbing over petck marks. Nothing concerning or in need of any sort of treatment, however it is worth monitoring to make sure that things don't escalate to where more damage is being done. If that should happen identifying the culprit and taking appropriate action would be appropriate. This is actually very normal to see within a flock of chickens, after all that is the whole activity behind the concept of pecking order

That would make sense it just looked so angry all of a sudden. He’s the only rooster with 12 hens. And one of them goes after him with a vengeance
