What is this chicken thinking?

I just washed and blowerd my pet chicken that looks just like yours. I can' t figure out why she is so plucked and all of the others have such nice plumage? My husband says she must get plucked early in the morning before he let's them out of the coop. As I watch them throughout the day she isn't picked/plucked on and she seams to not be low on the pecking order even though she is very petite. Her name is Wings, because she started out as a beautiful little white chick with gold feathers only on her wings. We've checked for bugs, powdered and sprayed weekly. Everyone molter except Wings, she stayed PLUCKED looking! Anyways, its below 0 in Kentucky so I brought her indoors. I had put a thermal T-shirt sleeve on her, but she was too embarrassed to wear the thermal T-shirt sleeve. Plus my sweety said her sisters would diffently beat her up wearing that funny contraption.

Can someone please help me with the breed of this bantam rooster? I'm getting him from a friend soon and he has bad frostbite which you can't really see cause of the black milkcrate in the back but when he is MINE I will help him with that anyway I'm wandering what breed he is
