Is this frostbite?

It's not frostbite. I think it's dried blood, most likely from a pecking wound on the comb.

It could be that she cut herself on something. I wouldn't do anything at this point as it looks like it's healing okay. Chickens are attracted to blood so do keep an eye on it and separate her and clean it if it does start bleeding again.
