I'd say Rhode Island White, don't believe they're supposed to have the brassy shoulders.. But may be due to a outcross with a red bird or something.

Rhode Island Whites are extremely rare. His leg color, tail length, and general plumage color are wrong for a RIW. I'm just gonna call him a pretty mutt.

He has yellow on his shoulders. Also, Wyandottes have yellow legs (his are white) and small, short tails. Even hatchery Wyandottes have long tails, but they're very upright and thin looking.
 
Total guess here, but with that tail, wouldn't he be part Yokahama, Phoenix, or some other long tailed breed? Mixed with a rose combed breed...

With his gold shoulders, rose comb, and white legs, he's a mutt, that I know. Handsome guy though!
