What is this piece of tack?

Hi everyone! I picked up a couple animal cages at a yard sale and this was in one. I thought it was a halter at first and was hoping I could use it for my goat, but when I pulled it out I realized it doesn't look like any halter I'm used to seeing. Is it a harness of some sort? Maybe for a dog? I've looked at it every which way and I just can't figure it out,lol. Im hoping someone will see it and know exactly what it is! Sorry about the little cat getting in the way, she wouldn't leave it be. Maybe it's missing pieces? I can take more pics if need be! Thanks for your time!

Love the kitty but appears to be a dog harness no bridle on it you said it was in a dog crate right

There is the part that goes over the ears and connects to the bit, then the throat latch which is buckled already.

It looks like a bridle that's missing it's bit. You could maybe use it as a goat halter if you added some rope around the nose piece. Typically the studded band goes on the forehead and the double bands behind the ears. One is latched under the horses throat, the other attaches to a bit. I attached a picture, hope it helps!
