Maybe, I'm not sure. I found it on an old telegraph pole.

Was the telegraph pole still in use, or has it been repurposed, or is this item stored in your barn/basement/garage?
Our barn has quite a collection of oddities, here's one we found today, it isn't a mystery, just rather a curiosity:
