What is this?

My chickens just got onto the roost and I was in checking on them. One of the girls pooped this out. It looks like a condom and there was a bunch of water that came out with it. Is it an undeveloped egg sack or what? I'm new to this.

That looks like a collapsed egg membrane. She could have had a soft shell-less egg that broke inside, or it could be that she has a reproductive disorder where she is producing various parts of an egg separately. Is she a new layer? Have you seen any shell-less eggs in the coop? Can you try giving her a human calcium tablet for the next 3 days? What do you feed, and do you have crushed oyster shell available?

She is a new layer. My kids mentioned seeing yolk in one of the nesting boxes a couple weeks ago but figured one of the eggs cracked. I'll talk to them and see if they know more. They do have crushed oyster shells available to them.
 
I would give the human calcium tablet for 3 days in a row. She could get a reproductive infection passing broken eggs. Amoxicillin may help if she keeps this up.
