You can tie it off like an umbilical cord (with a string) and cut it (after it dries out). It's going to need food and water right away. That was it's nutrients.
It will probably not make it, so be prepared for that.
Put some chicken vitamins in the water.

That, if you want to deal with it and take the risk it might still end up being malformed or have other major issues. I'd use dental floss to tie it off.

I don't raise pets so I'll get that out of the way, mine are for eggs 1st and meat 2nd. Personally I'd cull it now. Frankly something like this is usually a sign of other internal problems. I have a cabinet incubator and hatch a few dozen out at a time so a couple of lost birds aint nothing to me.
 
That chick might be able to survive despite the condition it was born in.

Leave the chick in the incubator and let it dry completely. You should be able to tell if it will manages on it's own. Like walking normal and not chirping a lot. Then determine if you want to save it.
