I would leave it alone and let it heal up and fall off.

It was the attachment to the yolk sack and its not completely inside. But give it time and it might not be a problem for the chick.
IDK if you would know the answer, but why is it not absorbed?

I had to assist in hatching this chick (16 hours after piping and no improvement, but it was chirping and trying to escape. It was in a weird position. It doesn't have any deformities.)
 
I am not surprised to hear that it was an assisted hatch. Fluctuations in temp and humidity during incubation and vitamin deficiencies in the hens can cause this.

The chick may or may not have problems later but it would not be a great choice for a breeder.

Okay thank you! I think it is a male (wide comb, larger feet) but I will see! I have enough other hens anyways
