what is this?

I took this picture back in December, I thought she might be molting but her head still looks like the picture and she has some broken feathers on her back and between her legs. I've checked her for mites and lice and can't see anything. I looks like something is eating the feathers and leaving the quill and shaft. Any ideas?? I have three other hens, and none of them have this happening to them.

Do you have a rooster in with them, or a possibility of one being around? It could be that a rooster is favoring her, and thus her feathers get pulled out.
 
I should've given a bit more info. No roosters here. We live in the city and just have the 4 hens. I did check her vent area just now too see if there were any signs of mites/lice there. I was alarmed when I saw what looked clear fluid running out and her cloaca pertruding out. Help!
