What is this?

No its older than the naked necks Im not really sure how old the NNs are but for sure younger... although they are fully feathered way way before him lol.
Comparing the NN to mine, they look about 6-8 weeks. Mine are 8 weeks now, and I just get a kick out of them!

It is an Asian Game bird variety (I can't put my tongue to the specific name). It is similar to Malays and Shamos. The male often reach 2.5 - 3 feet tall. Male are Black breasted reds in color and the hens are wheaten, so I think you have a male based on coloration.
 
Whatever it is, you need to keep him until we can figure out just what he is!!!! If you give him away, we may never know :(

I have a few NN's, They are cute.

Ive named them.. Morpheous, Keanu, Eli, Honey, but still have about a dozen un-named ones. They are still little so Im waiting to see what genders they are.
 
One nice thing about NNs...their gender shows up early and you can't miss it!!! Those boys get big combs and wattles, fast!!

Unless they have pea combs of course :P Then it isn't so easy.

But yes, my boys were apparent really early! The ones with the single combs were red and huge at a very young age.
