Looks like your hen got herself wet with some dirty water.

I agree with BantamLover21. It just looks like she stuck her head in something dirty and wet, or dripped some water on herself.

She drinks her water out of a chicken nipple feeder. And her other sister, does not have this.

She may have vomited liquid out of her crop onto her chest. You might want to feel hner crop first thing in the morning to see that it is flat, and not full which might indicate sour or impacted crop. Sometimes when they drink a lot of water they will upchuck a bit, especially if you pick them up and hold them sideways.

This is definitely a possibility, too. But she really looks almost exactly like my chickens do when they've gotten themselves wet with dirty water by drinking and dribbling it down their front.
