What is tommy doing? Trying to hurt them or something else

I have 19 new pullets (various chicken breeds, all about 12 weeks old). Tommy can get into where I am keeping them and he walks over to them and steps/walks on top of them. I have not seen him step on anyone's body, but he walks to where he is standing over them. I shoo him away really fast cause I don't know what he is doing.

Is he planning on stomping on them, hurting them, or what???

He has been displaying constantly for weeks. Feathers fanned out, thumping sound. But I don't know if it is because Millicent is laying eggs.

Millicent is nesting, but she is no where near the pullets. As a matter of fact, she put her nest in our front yard, under a bleeding heart that is up against the side of our house. So her nest is not even close. The new pullets are around behind our house, in the horse and goat field.

I am hoping when I finally take down the fencing and put them and all the other chickens together, that he will think they are just part of the normal chickens.
