What is wrong with chicken's legs?

My 1yo hen's legs scales seem to be just coming off! The scales still on arent raised up like scaly leg mites. Any ideas on cause or treatment? No sign of mites on her legs and skin on legs looks normal.

I think I would treat it like Scaly Leg Mites.
I would use Nu Stock cream on the legs, apply a few days a week to see if the legs begin to improve in several weeks.

I use a complete layer feed from my local feed store. Same feed for over 2 years. I'll try the cream. Thanks!
