What is wrong with my roosters legs?

I went outside today to check on my chickens and give them fresh water. I noticed my roosters legs look a little funny so I picked him up and they looked like this. Can anybody tell me what this is and how to treat it?
 
Since winter has arrived the air is much dryer, so I think he just has really dry skin. Is there any way you can moisturize his legs?

Would coconut oil work for that??

It looks to me like some of his scales have fallen off from a bit of scaley leg, but you're probably right.
