What is wrong with this blue or black Cochin?

My friend wanted me to put something on here about her blue or black Cochin (she's not sure which kind it is) well she said that her Cochin rooster "Stuart Little" obviously has feathers on his feet, but around his feathers on his feet his skin is red like the color of his wattles. The way the feathers are attached is kind of strange because its like there in groups of one big quill. Why is it like this and is he ok?

One more thing. Do you think he is a blue or black Cochin? Any advise??

Does his feet just Naturally do that or is there a cause for it? Any advise would be great!

I think he is breaking the feathers on his feet. You could place him in a coop off the ground or something.
