What is wrong with this egg?

UM your eggs are rotten, toss them. By day 18 button quails eggs should of hatched. They normally hatch on day 16.
 
That looks like a fungus or mold. I would definitely be tossing that one out, and I would be giving your incubator a good scrub down with bleach.

As to why they haven't hatched yet, what temperature and humidity are you using? What kind of incubator?
Thank you! Temperature is 99.5 and humidity 60% A foamy little giant incubator! I'm so sad, and I need to put another batch in but I need tips on cleaning first, and I thought they would be hatched right now! Really worried I don't know what could be wrong.
 
I clean mine inbetween hatches with antibacterial spray and wipes and let anything that's not electrical soak in it, this applies to my plastic brooder too and then a wash down with soap and water after. Good luck with your next batch, wish I could help but I know nothing on quail

Just because of the mold/fungus, I'd go for an aggressive deep clean and scrub it all down with a 10% bleach solution.

Does your LG have a fan? And is that 60% for the whole incubation, or just during lockdown?
 
Yes, it's quite the challenge to candle dark eggs. I monitor the air cell in my Welsummer eggs as I find them difficult to candle. I read that mold on the eggs (if it's that) can be caused by an infertile egg, a dead embryo or too much humidity
One past memmber (@LocalYokel) from Florida, did an experiment in quail egg, he erased al the pigment from the egg shell using vinegar, so he could candel and he got some very good hatching from them!

Wow! I didn't even think you could do that. I'll have to look into it for my next batch

There is not a fan. And just at lockdown it was at 60.
