What is wrong with this SFH's feathers or is he a frizzle?

I have been growing out this Swedish Flower Hen but I am a little worried that he has some kind of problem.

Bad hair day or a frizzle?

Could be a frizzle, but you'll have to wait until it grows in another set of feathers to know for sure. At least in my experience, chicks often have raggedy, almost frizzle looking feathers when they're young, but grow in normal feathers as they get older.
