We use pine shavings mostly because that's what I use in the henhouse, and it's easiest to use the same thing in the nest. It seems to do the trick, stays put and is easy to change, and it's cheap.
 
I use grass hay because it is easiest for me to obtain. Sometimes it has alfalfa mixed in. The chickens pick through it and eat the alfalfa leaves, which is probably healthy for them. They certainly LIKE it and perhaps this also "indirectly" cuts my feed bill a little bit.

The grass hay is not only easiest for me to obtain, but I think it's cheaper than using something else like pine shavings.

When I "clean-up", I just toss the old bedding/manure into the compost area of my garden. So, I think I get better use of the bedding than I would with pine shavings. Pine shavings are slower to decompose than is the hay. So it's "hay" for me!

I just received a large bag of shredded paper (from work), and want to give that a try. My chickens have another 2-4 weeks before they will begin to lay. Anyone have experience with paper shreds?
 
Pine shavings only in the nest boxes, straw on the floor, have tried shredded paper but it makes too much mess.

never ever use hay because it can get mouldy quickly if it gets wet....
