It definitely seems to have to do with personality and handling a lot
But here are my opinions.
So far, the friendliest chickens I have encountered are Gold Sex Links! (They can be sexed as chicks
) My four babies come running to me and always jump on my lap and hand (practically on command) and they love just napping there and they let me pet their chests and back with little resistance. I am so glad we got them!

(From left to right: Teasel, Nettle, Mallow, and Olive)
They sometimes don't want to be held (as any animal haha) but generally are very good about it! This little one is Teasel and I can pick her up with one hand!

My Australorp, Laurel, is very sweet and likes to nap on my lap as well but she's very peck-y (not mean-wise, curiosity-wise) and it hurts! Feeding her by hand is a literal pain but she is so so so so so soft and great to snuggle with. Her feathers are iridescent in the sun!

My Easter Egger, Lotus, is very flighty but not mean by far. No pecking or aggression.. I just gotta chase her to catch her and she doesn't like it much when I touch her. But when she lets me, she melts into my hands!

My Barred Rock, Berzillia, is a bit more reserved but she is very calm and sweet. A little flighty but approaches with the Golds and sometimes allows me to pick her up like this! She's very soft too and fun to snuggle.

My silkies are only two weeks old and so far they're really skittish so far (they can't get far enough away from me) but with the constant handling they seem to be getting better!
