I want to say he's a mix based off from his coloring/comb.. He also looks like he has 'Ugly feet' which is when mites begin to build up on and under his scales on his legs and feet... I'd start smothering it in vaseline.

x2 He does look like a mix and yes, he has scaly leg mites.
