What kind of Roo Bantam Am I?

This came wandering into my barn yesterday:

Not sure what kind it is or anything about it, except it has a band on it's leg. It reads ABA-10 08, kind of guessed the 08 was the birth year. But no idea to the rest. I haven't ever used a banding system and not sure if it stands for a breed or just a serial number. My wife likes him, but if the number can be tracked someone will want him back.
 
The 08, is birth year.. He's a old english, looks like a spangle.. But has bad coloring and shouldn't have the white earlobes. Drive around and talk to the local people maybe... Someone may be looking for him, since if he was banded he probably was planned to be used as breeding stock or show stock (doubtful show stock).. Or could have just been a little guy they liked.. He probably got out of a pen and ran for it.


ETA: I say he probably ran for it because to be banded he came from a breeder most likely.. Or someone bought him from a breeder.. I doubt someone would drop him off, he'd be sold first..

Well old english should have white legs, and red earlobes.. As for color, i mean show wise his color is bad.. You can tell he is a spangle because of the white spots in the second picture.. He should have a lot more specks.. I can't really say as to how many or what shape, pattern or form they should be in.. But i know the females are supposed to have the tips of the feathers white, and they should look kind of like "bars".. From what i understand Spangle's are very hard to breed for show because they are so difficult in the color department..
