What kind of rooster is this?

Hi All! I am new to BYC and new to being a backyard chicken owner! I don't know much. Can you help me identify this kind of rooster? I need to find him a home here in CT. We aren't allowed by zoning to have a rooster despite having over 2 acres of land. Thought all our chicks were hens! He is beautiful and fun!
