Not the look of a cockerel? It’s a little bigger and more pushy than the other of same age/breed.

Could you get a picture of the back? If it’s 12 weeks than its probably a cockerel. If it’s 16 weeks then it could be a pullet close to laying.

Just my own opinion, but I'm thinking cockerel.

That's an EE. I'm not great with EE's, but I'm pretty sure at 12 weeks that is probably a cockerel. EE's don't typically lay until around 7 months (28 weeks). Some may lay a few weeks earlier or later but they aren't known for being an early layer.

Need pictures of the back of the chicken to look at the saddle feathers to see if they’re pointed or rounded.
